2006 CHOSEN PROPOSALS

WHAT: Limited Submission Proposal for the Texas Higher Education Coordinating Board (THECB) 2006 Advanced Research Program (ARP)

WHO: TAMU, TAES, TEES and TTI PIs. HSC PIs should apply through HSC.

WHY: THECB anticipates awarding 80-95 awards, with a maximum of $100,000 per award for a period of up to 24 months.

WHEN: Internal proposal deadline of October 17, 2005.

HOW: Faculty should submit an internal proposal to osppc@tamu.edu for review by the internal selection committee.

The funding agency below has limited the number of solicitations to 22 single institution and three consortium proposals. If the number of faculty wishing to submit a proposal exceeds the number allowed by the agency, we will conduct an internal selection process. Below are due dates for the program, including the due date for the internal proposal for review by the internal selection committee, the date for announcement of the internal selection and the due date for submission to the agency.

AGENCY : Texas Higher Education Coordinating Board (THECB)

AGENCY PROGRAM TITLE: 2006 Advanced Research Program

BRIEF PROGRAM DESCRIPTION: The 2006 Advanced Research Program supports research designed to attract and retain the best students and researchers and help provide the knowledge base needed for innovation. Approximately $8.3 million dollars is available for ARP awards.

The research needs to address the following cluster areas: Advanced Technologies and Manufacturing; Aerospace and Defense; Biotechnology and Life Sciences; Information Technology and Computer Technology; Energy; and Petroleum Refining and Chemical Products.

Targeted research areas with approximate budget allocations include: Biological Sciences ($3,000,000); Engineering Sciences ($1,670,000); Chemistry/Materials Science ($1,550,000); Computer Sciences/Math ($1,155,000); Physics ($560,000); and Earth Sciences ($345,000).

Collaborative proposals involving TAMU, TAES, TEES and TTI faculty are not considered consortium proposals. However, collaborations involving HSC faculty who do not have a joint appointment with TAMU are considered consortium proposals.

AGENCIES ELIGIBLE TO SUBMIT: The 2006 Advanced Research Program is open to Texas public institutions of higher education.

ELIGIBLE INVESTIGATORS: Each investigator may participate in only one submitted proposal. Each appearance of an investigator’s name counts as one submission whether the person is listed as the principal investigator, co-investigator or collaborating investigator.

AWARD INFORMATION: THECB anticipates awarding 80-95 awards, with a maximum of $100,000 per award for a period of up to 24 months.

ELIGIBLE PROJECTS COSTS: Indirect costs (F&A) are not allowed. In addition, no tuition or fringe benefits may be charged for students, nor may funds be used for faculty salary. Funds may not be used for construction or remodeling of facilities. Capital equipment and foreign travel are allowable if they are an integral part of the research.

COST SHARING: NONE.

INTERNAL SELECTION PROCEDURES AND DEADLINES

October 17, 2005: Deadline to obtain approval from your department head and college dean and to submit an internal proposal to the Office of Sponsored Projects. The internal proposal should include:

  • A cover page listing the PI, department, college, single institution or consortium proposal, cluster area and targeted research area;
  • A one page project summary. PIs should address the evaluation criteria listed on page 9 of the THECB announcement when preparing the internal proposal. A pdf file of page 9 has been attached to this announcement;
  • Summary budget;
  • For consortium proposals only prepare up to ½ page on how the responsibilities will be distributed.

The form for completing the internal proposal is at: http://vpr.tamu.edu/osp/THECB_ARP.pdf. The internal proposal must be prepared on the form and sent as one pdf file.

The completed form, including the signatures of the PI, department head and college dean, should be sent to osppc@tamu.edu for review by the appropriate internal selection committee.

Please read the RFP carefully for specific requirements of the program at: http://www.arpatp.com/ProgramAnnouncements.pdf. S election of internal proposals will be based on Texas Higher Education Coordinating Board guidelines. Meeting the needs of the university’s reinvestment plan will also be taken into account.

During the selection process, the internal selection committee may contact departments and colleges for their opinions and commitments. They may also request additional information from PI’s.

October 31, 2005: The Internal Selection Committee will notify PIs and agency research offices of the result of the internal competition. PIs will be directed to the appropriate agency research office.

December 9, 2005: THECB Deadline for PIs to register with the ARP/ATP on-line system by noon.

February 16, 2006: THECB Deadline for full proposal by noon.
